NAVAL UNDERSEA WARFARE CENTER, DIVISION NEWPORT


The Naval Undersea Warfare Center Division Newport (NUWCDIVNP) employs approximately 3,000 government workers and 800 on-site contractors on 187 acres in Newport RI in EPA Region 1 (New England).

NUWCDIVNP produces: USW Combat Systems, Sonar Systems, Torpedoes, Unmanned Underwater Vehicles, Targets, & Countermeasures, Launchers, Electronic Warfare, Ranges, Communications, and Periscopes. Their services include: Warfare Analysis, Research, Modeling, Simulation, and Analysis, Technical Design Authority, Total Systems Engineering, Systems Maintenance, and Technical Assistance. NUWCDIVNP's Mission is Undersea Superiority: Today and Tomorrow. "We provide the technical foundation that enables the conceptualization, research, development, field, modernization, and maintenance of systems that ensure our Navy's undersea superiority".

Drivers for establishing the NUWCDIVNP EMS included decreased environmental risk, improved compliance posture, improved relations with regulators, improved public perception, improved competitiveness, and a desire to integrate environmental management with our business processes and increase employee involvement.

The fenceline for our ISO 14001 registration includes the activities within the Newport site. Management support: Management support is obtained through the Environmental Steering Committee (ESC). The CAPT chairs the ESC and senior department heads sit on the committee.

Budget, staffing and timeframe for EMS implementation:

Three years to implement Division Newport's EMS. Over this period the Environmental Division dedicated 5 work years and the nine technical departments dedicated 11 work years.

Budget, staffing for EMS maintenance:

One full-time Environmental Division person and 1/8 work-year for each department.

Significant impacts:

Hazardous Waste Generation, Solid Waste Generation, Energy Usage, Air Emissions, Hazardous Wastewater Generation, Active Underwater Acoustic Energy Transmission.

Current goals and objectives:

(1) Reduce hazardous waste generation annually by 6%; (2) Maintain a solid waste diversion rate of 59% for recycled material to total non-hazardous solid waste disposed; (3) Achieve a reduction in end-use metered energy consumption (excluding RDT&E process loads) of 4% from FY99 usage by end of FY03; (4) Minimize, to the extent possible, the acoustic impact from active sonar systems on the aquatic environmental which conducting tests at sea , in lakes, and dockside. This will be accomplished through NEPA training and guidance from the Environmental Review Board; (5) Ensure that the air emissions generated at the Propulsion Test Facility (PTF) do not generate significant amount of NOx and that all operations are in compliance with thermal afterburner operating permit; (6) Reduce Otto Fuel contamination liquid waste by 50% by the end of CY03 using CY92 as a baseline.

Training:

ISO 14001 Awareness training is required for all employees - one time training. Contractors are encouraged to take the training. Training is web-based.

Metrics:

Each department has established metrics to track the status of their objectives and targets.

Cost savings:

In CY02 saved $46,000 in tipping fees by keeping recyclables out of the solid waste stream. In CY02 made $27,330 from the sale of scrap metal. Saved $350,000 in energy conversation measures.
