Legal Requirements: Other Laws
Most federal environmental statutes embrace the
concept that states should have primary responsibility for operating regulatory and enforcement
programs. Today most states carry out basic regulatory and enforcement functions of traditional
environmental programs as well as innovative new approaches to address particular state and local needs.
In addition, unique local requirements, such as recycling programs or tribal regulations, that involve
environmental issues, must be considered and evaluated. EPA is committed to working with
Tribal governments on a government-to-government basis and
recognizes the right of Indian tribes to self-government in the implementation and administration of
environmental programs.
It is the responsibility of each federal facility to ascertain and evaluate the state, local, and tribal
laws and regulations that impact their operations and their EMS.
