Sample EMS Manuals
It is important to remember that an EMS is a management process,
not an "environmental program," and that the EMS Implementation phase is when the management
process "tool" is being built. This tool is not an end in itself but provides the beginning
for a new way of managing and continually improving the environmental aspects of Joint
Service and federal facility mission activities. This management tool that
be used to provide value to the organization, so the implementation process
only serves as the beginning of a continual improvement cycle. The real work -- continual
improvement -- begins once this tool is functional.
EMS Manuals are one important aspect of this EMS management tool. They serve as a repository for
documentation related to the implementation, maintenance, and continual improvement of the
EMS. EMS Manuals, whether "hard copy" or "online", include documents such as:
- EMS Procedures that describe how key tasks are done within the EMS such as training,
identifying environmental aspects, managing records, or completing internal audits.
- EMS Programs and Operational Controls that operate under the EMS, such as control procedures,
metrics, checking and corrective actions, and other aspects of an EMS program.
- EMS Records that document specific EMS activities such as the identification of
Environmental Aspects, EMS training that has been given to specific employees, or the
completion of management reviews.
- Definitions, References, and Appendices that contain additional information useful
to individuals reviewing the EMS.

reflect, or will reflect, the new ISO 14001-2004 Standard. Many
of them are dynamic "online" versions that are constantly being reviewed,updated, and amended to
reflect the continual improvement of that organization's EMS.
